Notes

  1. Pursuant to section 17 of the Entertainment Special Effects Ordinance (Cap. 560) and section 14 of the Entertainment Special Effects (General) Regulation (Cap. 560A), the Authority shall keep a register of all registered pyrotechnic special effects materials (PSEM) and may classify and impose any restrictions on the conveyance, storage and use of any PSEM as he considers necessary.

  2. The following abbreviations are used in this Register: 

    Authority
    Means the Entertainment Special Effects Licensing Authority
    HCC
    The Hazard Classification Code which comprises the Hazard Division and the Compatibility Group assigned to dangerous goods under the United Nations classification system
    N.A.
    Not Applicable
    NEQ
    Net explosive quantity
    PSEM
    pyrotechnic special effects materials
    Ref. No.
    The Reference Number assigned to the PSEM included in this Register by the Authority
    UN No.
    The serial number assigned to dangerous goods under the United Nations classification system
  3. A manufacturer may also be the authorized dealer or distributor.

  4. Due to the extensive variety of PSEM products available on the market, the Authority groups similar products from a single manufacturer into the same category (e.g., “Mine 25mm (25’ to 125’)”). This grouping does not imply that every specific product within that category — such as “Mine 25mm (55’), Green with Crackle” — has been accepted by the Authority. Please contact the Special Effects Licensing Section of the Cultural and Creative Industries Development Agency to enquire about specific products within a category.
